Situación Mundial
Sólo en los últimos 50 años el agua ha sido vista como un recurso escaso para la humanidad. En la medida que su consumo ha ido creciendo a ritmos insostenibles en relación con la real disponibilidad, el problema de deterioro de las cuencas hidrográficas del mundo es creciente. El agua cumple tres roles esenciales para la sostenibilidad del desarrollo mundial: aseguramiento de la salud humana, desarrollo económico y sustentación de importantes ecosistemas. Más del 70% de los recursos hídricos en el mundo se usan para producir alimentos, de modo que una crisis del agua necesariamente repercutirá en el abastecimiento de alimentos y el precio de éstos. Las evidencias de que la humanidad enfrentará un cambio climático son cada vez más claras, en la medida en que ellas se van presentando ante nuestros sentidos. La población actual, consumiendo diariamente 11,5 km3 de agua dulce, está llevando al planeta a una situación crítica: las aguas continentales se están agotando y degradando en su calidad.
